I've been at this for a couple of days and keep getting stuck on some of the poses. Can you offer feedback on how to make this run look more like a run. I will be animating it later with symbols using Flash.

character needs to lean forwards more, when you run your weight is further forward than when you walk.

Also, most runs tend to work better purely on 1's. You have too many 2's and even 3's in your animation which makes the whole thing look very choppy. You might want to work on the arcs and spacing of the arms and legs as well, and the overlap in the hair.

I worked on a few of things you all suggested. I'm still having some troubles though. They head is all over the place and the hair was a lost cause.
When I put the run on runs, it went way too fast and it was hard to tell what was going on? Should I inbetween, instead of having it on 2s?

I think version 2 is an improvement. What I'd try with the timing is vary it, like having one or two frames on 2's while both feet are off the ground. The contacts should be fast, so yeah, I'd try and leave that on 1's and add inbetweens where it appears too fast. Try adding inbetweens when a foot on the ground pushes the body up, that takes more effort than landing and should be a few frames slower. Two inbetweens may be enough already.
As for the hair, I think the big mass the character is dragging behind her needs to be more flexible and really follow the main motion of the body, otherwise it will look like some cardboard taped to the back of her head.

Jabberwocky and Ezromation, your input has been very helpful! I'll have it

The second version is a huge improvement over the first one Mint. The legs are working well. What's bothering me are the arms. Especially the far arm. The far arm needs to rotate backwards much farther and up farther when it swings forward. As it is now, it kind of extends forward, slowing down the momentum of the run.
The head is also rotating forward and back a bit much. When people are running fast the head rotates very little. When people bound, bigger leaping type steps, there is more overlapping action with the head and spine. Also with the drawing where her far leg extends down needs to be moved back to the left more. You're doing a cycle in place, so it looks strange that she lurches forward, then slides back into place.
Worry about the hair later. Nail down the run cycle first, the have the hair drag a few frames of the action.
It's looking good, just a few things need to be tightened up a bit. Also great to see someone roughing out their animation with the brush tool first before they go into symbol animation.
