What are standard rates for Flash Animation (45sec)

This is a great resource!
Is it possible if anyone could answer this question for me regarding animation? I'm talking to my current animator regarding design cost for initial characters. He wants to charge me a fee for "designing" characters and a separate fee for each "copyright" to characters. Is that standard when designing characters? Also, what is a standard rate for an animator to produce 45sec title open sequence using Flash...(5 characters)

Bleam. he is def fair in asking you for a fee for designing the characters. but i dont think he has copyright because he is being commissioned and his service fee should be agreed upon and enough.
