outsourcing successful?

I am coming from a Chinese production studio and responsible for marketing promotion.
I deep feel that it's not easy to look for outsourcing projects from US markets. Though there are a lot of product studios there, they are still suspicious if China can provide the high-qualified animation jobs.
Any one who knows the US market well and give me some advise?
