I like Japanese cartoons, for example Sailor Moon. I have seen that first they made the drawings, and then they scanned them. But, exactly in which program are made Japanese cartoons. In flash, maybe or not?

I'd have to say they use more than one way to animate a cartoon in Japan. I'm pretty sure that a lot of it is done traditionally. I haven't seen much Flash work from there. I would suggest posting this question in the Animation Cafe. You'll get lots more feedback. Cheers
